I'm Theodore Schramm, a hardworking candidate running to represent the families of Austin, Cedar Park, and Round Rock in Texas House District 136 (Williamson & Travis Counties).

As a dedicated father, stay at home dad, and professional with extensive experience in marketing, logistics, operations, and project management—where my singular focus on reducing spending and enhancing productivity earned me nationwide recognition from every company I served.  I know what it takes to fight for our communities. These are precisely the policies I will champion. I’ve exposed local corruption, including cities misleading residents on taxes, funneling funds to pet projects, and exacerbating homelessness. I’ve also collaborated across the aisle with Democrats and Republicans to defeat harmful propositions.

Why I'm Running
To fight corruption, protect our families, and secure a better future for our children in Texas.


My Plan for District 136


1. Strengthen Public Education

 Increase state funding for public schools to at least 45% (from 38%) to reduce local tax burdens, prioritizing competitive teacher salaries, classroom resources, and facility upgrades without raising overall taxes, BUT only after school districts submit to forensic audits of school board spending, every K-12 school, PTA funds to ensure fiscal transparency and eliminate waste. Support policies ensuring teachers adhere strictly to state-approved curricula, delivering factual, unbiased education in subjects like math, science, and history. Promote accountability through parent led oversight boards to review teaching materials and ensure neutrality, while supporting parental choice in education. Expand workforce training programs to align with the district’s tech driven economy.​

 

Our kids deserve world class schools that teach facts, not opinions. Let’s pay teachers fairly, ensure every dollar is audited for accountability, and empower parents with choices that strengthen, not drain, public education for Austin’s tech future.

 

2. Affordable Healthcare

Expand access to affordable care through state led programs like sliding-scale clinics and Telehealth, without full Medicaid expansion. Support mental health funding and transparency in hospital pricing to empower consumers. Protect pre-existing condition coverage while encouraging private-sector innovation.​


Healthcare shouldn’t bankrupt families in RR, Cedar Park or Austin-let’s make it affordable with common-sense reforms, not big-government overreach.

3. Property Tax Relief
Reform appraisal processes to curb overvaluations through mandatory independent audits and streamlined protest systems that have already reduced values by up to 0.7% in Travis after appeals.  Expand homestead exemptions and cap annual property tax and utility increases at inflation rates, redirecting savings from budget efficiencies to relief rather than new "pet projects." Require voter referendums for major expenditures over $50 million and enhance public input via binding community advisory panels to hold local governments accountable for overreach, ensuring taxes align with essential services like safety and roads—not unchecked spending.​


Williamson and Travis County families are being priced out by overvalued homes and unchecked tax hikes funding pet projects-let’s demand transparency, cap the greed, and protect our locals with real relief so you can stay in the community you call home.

4. Smart Infrastructure

Launch independent audits of I-35 projects to identify and recover wasted funds from overruns, then prioritize proven solutions like high-occupancy vehicle (HOV) managed lanes, express bus routes, and operational improvements from the Williamson County IH-35 Corridor Analysis to ensure steady, safe traffic flow without endless delays. For utilities, mandate annual reviews tying fee increases to actual revenue growth from population booms, capping hikes at inflation unless justified by transparent public hearings and voter-approved bonds for essentials like maintenance-rejecting unnecessary escalations that burden families, with penalties for non-compliance to hold elected officials accountable.​


Billions down the drain on I-35 while we're still crawling through Round Rock- and utility bills soaring despite booming city revenues? Let's audit the waste, fix traffic for good, cap greedy fee grabs, and make sure the leaders we voted in serve us, not squeeze us out of our homes.

5. Community Safety

Hold local DAs and councils accountable for reckless policies that endanger the public; fund targeted police training, community outreach, and enforcement of existing laws, while investing in mental health, addiction treatment, and homelessness solutions to address root causes. Uphold Second Amendment rights with sensible background checks to prevent firearms from reaching dangerous individuals.


Safe streets demand accountability- hold rogue officials responsible, empower our police, tackle addiction and homelessness, and protect law-abiding gun owners.

 

6. Personal Freedoms

I’m unapologetically pro-life, from conception to natural death. Life is sacred, and we must protect the most vulnerable among us- the unborn.  Protect women’s healthcare privacy by allowing limited exceptions to abortion bans (e.g., health risks and stillborn) without overturning state law.  Support decriminalizing small amounts of cannabis to reduce jail costs and redirect police focus, while studying legalization’s impacts. Oppose divisive measures and emphasizing local control.​


Let’s trust families to make their own choices- protect women’s health, reform outdated drug laws, and keep politics out of our libraries.
